We have many studies on how to prevent corruption in public administration, but the challenge is to come up with a foolproof way for our purposes and needs of eradicating the corruption at public offices, if not entirely.
Having a million procedures to fight corruption is like owning a goldmine but having no small change for daily needs.
Practically, it is impossible to eradicate corruption. Action is what we need. Inertia is what we need to get rid of. Planning is what we so called educated people should concentrate on. BUT, how do you explain all this to a simple minded farmer who needs a certificate from an MRO office? How can we tell this to a Rickshaw puller who needs to be on the road, day or night, rain or shine, that he need not give money to the traffic police waiting like a leech at every corner of our streets?
In order to do that, in the face of highly corrupt, ruthless and politically protected agents involved in our system, given the inertia of educated fools, ignorant masses and people who don’t even have a clue of what has affected our system from inside, we need to think of the problem as a disease and come up with SIMPLE and EFFECTIVE methods to counter ANY corruption, may it be in an RTC bus or Municipal Town Planning Office, and make them available for the masses.
Right to Information (RTI) Act of 2005 is a revolutionary Notification that is bound to challenge the limits of our usually voiceless, inertia ridden masses. The idea of using it is to have checks and balances at the local to the National level is infact the premise for such an act.
